Can you go to prom with anyone?

So, I've been wondering, can you really go to prom with just anyone? I mean, is there a certain criteria or standard that needs to be met before you can ask someone to be your prom date? Or is it more of a personal preference thing? I'm just curious to know if there's a universal rule when it comes to choosing a prom partner, or if it's more of an individual decision based on feelings and chemistry.
