Is prom for couples only?

I'm curious about the nature of prom. Is it strictly an event for couples, or is it open to individuals as well? I understand that it's traditionally seen as a place for students to dress up and dance with their significant others, but I'm wondering if it's inclusive of those who may not have a date.
