Why can't we sell in lower circuit?

We are facing a situation where we cannot sell in the lower circuit and I'm trying to understand the reason behind this. Is there a specific rule or regulation that prevents us from doing so? Or is it related to market conditions or some other factors? Why can't we sell in lower circuit?
