Why is PayPal charging me for friends and family?

Hello there, I'm a bit confused about something. I've been using PayPal for a while now and I've noticed that recently, they've been charging me fees for sending money to my friends and family. Can you help me understand why this is happening? I thought the whole idea of using PayPal for personal transactions was that it was supposed to be free or at least very low-cost. Is there some policy change that I'm not aware of? I'd really appreciate some clarity on this matter. Thank you.
