What if the exchange offer is consummated but not fully subscribed?

I'm wondering about a scenario where an exchange offer has been consummated, meaning all terms and conditions have been met, but not all of the offered securities have been subscribed or purchased. What happens in such a case? What if the exchange offer is consummated but not fully subscribed?
